I tired to explore few possibilities on online application form using oneDrive but since oneDrive is an Cloud Storage, it don't allow for hosting service and for students to upload their personal information, certificates, each student is assigned a unique id by which system/admin can identify the details or certificates belong to particular students which then can be retrieved at any time by students or admin. 

It is only possible using Mysqli or any database but oneDrive is not convincing unless we use form as google forms. I have asked some vendors about it and they have also asked for some time to figure it out. For now I have a sample demo of how an online application system could be as a demo in attachment.
