Very good.

I would like to add a few points  for national priority:

(1) Every nation have right over its sky or space. All developed nations are using their space slots by sending satellite there. Our nation is paying million dollar every year for telecommunication purposes. We should be aware of our space slots, orbits and even go to the deeper in the sky. For this, research work in space science and astrophysics is essential.
(2) Our nation do not have space policy. But we have signed many space related resolutions in the United States. To be aware of our space resources we should encourage research work in Astronomy as well. 
(3) NASA (2010) has reported that Nepal can be a best place for international laboratory for cosmic radiation research at high altitude. As we know we have more than 230 peaks having altitude more than 6000 m. It is therefore, there is realisitic possibility of having infrared, sub-mm and cosmic ray observatory in Nepal.
(4) Nepal government has formed national advisory board for Space Science. This is a good indication for having our own space program.

You all can add these points in your proposal (Remember - you should revise language / do not just copy paste).
